BACK. WE TURN TO THE ABORTION BATTLE PLAYING OUT NOW IN SEVERAL STATES AFTER THE SUPREME COURT DECISION THAT OVERTURNED ROE VERSUS WADE. COURTS HAVE STEPPED IN TO BLOCK TRIGGER LAWS AIMED AT BANNING ABORTION IMMEDIATELY IN SOME STATES. HOW LONG WILL THAT LAST AND HOW DID THAT IMPACT THE MIDTERMS? BRACING FOR UP TO 30,000 MORE WOMEN TO TRAVEL HERE OVER THE YEAR. >> PATIENTS WHO ARE STRUGGLING TO MAKE ENDS MEET, WHO ARE DECIDING, DO I PAY MY RENT OR DO I FEED MY KIDS? AND NOW THEY HAVE THIS, NOT ONLY ADDED EXPENSE AND TIME OF NEEDING AN ABORTION, BUT ALSO THE TIME IF YOU TAKE OFF WORK AND THE CHILDCARE AND THE LODGING. IT IS REALLY HEARTBREAKING. YOU ARE BOTH DEMOCRATS FROM RED STATES, I WANT TO GET YOUR READ ON A COUPLE OF MAJOR SOCIAL POLICY ISSUES FACING COUNTRY RIGHT NOW. FIRST, THE ROE V WADE ISSUE. BOTH OF YOUR STATES HAVE TRIGGER LAWS. SENATOR, I WOULD LIKE TO START WITH YOU. THIS WAS AN ISSUE IN YOUR 2018 CAMPAIGN. HOW ARE VOTERS REACTING? >> IT IS INTERESTING BECAUSE I THINK THERE IS A WHOLE LOT OF SHOCK BECAUSE THIS IS A RIGHT THAT HAS BEEN PROTECTED IN THE CONSTITUTION, IT DIDN'T REALLY MATTER WHAT THE LEGISLATURE DID. IT DIDN'T MATTER WHAT WAS HAPPENING AND WHAT THE GOVERNOR SAID BECAUSE WOMEN HAVE A CONSTITUTIONAL RIGHT. I WANT TO REMIND PEOPLE BECAUSE I THINK THIS GETS LOST. WHEN THE ABORTION DEBATE IS ON EITHER EXTREME, YOU LOSE. IN NORTH DAKOTA WHERE WE ARE TALKING ABOUT LATER TERM ABORTION, WHEN YOU ARE TALKING ABOUT PARTIAL BIRTH ABORTION, THOSE ARE THINGS THAT PEOPLE ARE NOT COMFORTABLE WITH. IT WASN'T THAT LONG AGO IN NORTH DAKOTA WHEN WE REJECTED A PERSONHOOD BILL WHICH WOULD HAVE DECLARED LIFE AFTER CONCEPTION. NOW THE DEBATE HAS MOVED THEIR. PROTESTERS ARE SAYING, PROTECTION AT CONCEPTION. WHAT DOES THAT MEAN FOR THE MORNING AFTER PILL? WHAT DOES THAT MEAN FOR RAPE AND INCEST EXCEPTIONS? IT IS ONE OF THESE THINGS -- I THINK THERE'S GOING TO BE A LOT OF DISCOMFORT OVER THE REAL, CLEAR IMPACTS OF THIS DECISION. EVEN IN RED STATES. I REMIND YOU, MISSISSIPPI TURNED BACK A PERSON WHO HAD BILL BECAUSE THE VOTERS THERE WERE NOT WILLING TO SAY LIFE BEGAN AT CONCEPTION. TOO MANY CONSEQUENCES. >> SUCH A SLIPPERY SLOPE THAT WE ARE SEEING. TEXAS HAS DIFFERENT DEMOGRAPHICS BUT ON THIS ISSUE, WHAT ARE YOU HEARING, HOW ARE VOTERS RESPONDING? >> I THINK VOTERS ARE IN SHOCK, JUST LIKE THE REST OF THE COUNTRY. I THINK WE HAVE SEEN IT FOR QUITE SOME TIME WHERE REPUBLICANS IN TEXAS ARE TRYING TO ROLLBACK WOMEN'S RIGHTS. WOMEN'S REPRODUCTIVE RIGHTS ARE AT RISK. THERE IS THIS ROE V. WADE, THERE IS STILL PROTECTION. I DON'T THINK IT HIT EVERYONE UNTIL THE DECISION DROPPED. BUT I DO WANT TO WARN PEOPLE ABOUT IS THAT TEXAS HAS A LARGE GROWING LATINO POPULATION. IF YOU LOOK AT A LOT OF THE CENSUSES, A LOT OF GROWTH CAME FROM THE HISPANIC COMMUNITY, ESPECIALLY IN PLACES LIKE SOUTH TEXAS. WHAT WILL HAPPEN HERE BECAUSE OF THE SUPREME COURT DECISION IS IT WILL LARGELY IMPACT BROWN AND BLACK WOMEN, THESE ARE WOMEN WHO WILL BE DISPROPORTIONATELY IMPACTED BY THIS DECISION. THEY WILL HAVE TO DRIVE, POTENTIALLY HUNDREDS OR THOUSANDS OF MILES IN ORDER TO GET AN ABORTION. WE WILL SEE CONSEQUENCES, YOU WILL HAVE WOMEN WHO WILL DIE. I THINK OVER THE NEXT FEW MONTHS AND YEARS YOU WILL SEE THE IMPACTS OF ROE V. WADE ON THE HISPANIC COMMUNITY. ONE THING I WILL SAY ABOUT TEXAS IS THAT WHILE TEXANS ARE, TEXAS IS A CONSERVATIVE STATE, I WILL SAY THAT TEXANS DON'T NECESSARILY LIKE THE EXTREME. WHEN YOU HAVE A LOT OF MAJOR THINGS HAPPEN IN TEXAS, LIKE THIS ABORTION BAN, YOU ALSO HAVE THE RECENT SHOOTING. THERE'S A LOT OF THINGS THAT ARE HAPPENING IN TEXAS THAT ARE BREAKING COMMUNITIES APART. THIS IS JUST ONE INSTANCE WHERE COMMITTEES AREN'T NECESSARILY LIKING WHAT THEY SEE. >> DO YOU SEE THIS AS AN ISSUE THAT WILL INFLUENCE THE GENERAL ELECTIONS IN THE FALL IN YOUR STATES? I'LL START WITH YOU SENATOR. >> I THINK THAT NORTH DAKOTA IS A PRETTY RED STATE, RATHER THAN TEXAS. LAST ELECTION WE WERE PLUS 35 AND SO I DON'T SEE, WE ARE ALSO VERY PRO LIFE. I DON'T SEE THIS AFFECTING NORTH DAKOTA VOTERS. I DO SEE IT AFFECTING CROSS THE RED RIVER INTO MINNESOTA, MORE AND MORE PEOPLE UNDERSTANDING THE IMPORT OF THIS. MORE AND MORE PEOPLE KIND OF PICKING A SIDE WHO HAVEN'T PICKED A SIDE BEFORE. IN PLACES WHERE WE ARE A PLUS SIX REPUBLICAN, I THINK THIS COULD, IF SUBURBAN WOMEN VOTE, IF YOUNG WOMEN VOTE, IF YOUNG PEOPLE VOTE, AND CERTAINLY IF MINORITIES FEEL THAT THEIR OPTIONS ARE BEING LIMITED ECONOMICALLY THEN I THINK THIS WILL HAVE A BASE TURNOUT. I DON'T THINK THIS IS GOING TO BE, YOU ARE NOT GOING TO PERSUADE SOME REPUBLICANS TO CHANGE THEIR IDEAL. THIS IS REALLY MOTIVATION. I THINK IN CLOSE
