PARENTS IN THE COMMUNITIES STILL DEMANDING ANSWERS AND ACTION FROM LAW ENFORCEMENT ON WHAT HAPPENED. THIS COMES AS OFFICIALS ARE NOW TELLING A VERY DIFFERENT STORY ABOUT HOW LONG IT TOOK OFFICERS TO ENTER THE SCHOOL AND TRY TO RESCUE THE CHILDREN. AND HOW THE SHOOTER GOT IN. MOST IMPORTANTLY, WHEN HE SHOULD HAVE BEEN ENGAGED BY THE OFFICERS ON THE SCENE. LISTEN TO THIS. >> WITH A BIT OF HINDSIGHT ON WHERE I AM SITTING NOW, OF COURSE IT WAS NOT THE RIGHT DECISION. AFTER HEARING THESE NEW REVELATIONS, WHAT? ALL RIGHT, I WILL START WITH YOU. IF YOU COULD PLEASE, FOR SOME REASON WE DID NOT HAVE YOUR MIC UP. WHAT DO YOU WANT TO KNOW? >> ONE BIG QUESTION, TERRY, I THINK, WHAT LED TO THE INCIDENT COMMANDER, HEAD OF THE UVALDE INDEPENDENT SCHOOL DISTRICT POLICE DEPARTMENT, MAKE THE DECISION TO WAIT 35 MINUTES FROM THE TIME THE TACTICAL TEAM ARRIVED ON SCENE, TO ACTUALLY SEND THEM INTO BREACH THE CLASSROOM? WHAT MADE HIM ASSUME THAT HE HAD TIME TO WAIT? HE TRANSITIONED TO THE INCIDENT FROM AN ACTIVE SHOOTER TO A BARRICADED SITUATION. AND, ACCORDING TO THE DEPARTMENT OF PUBLIC SAFETY, BELIEVED THAT HE HAD TIME. WHAT'S GAVE HIM THAT INCLINATION THAT HE HAD TIME? AND THAT THERE WERE NO MORE CHILDREN AT RISK? WHEN WE KNOW FROM 9-1-1 CALLS THAT PEOPLE INSIDE A CLASSROOM 1:12 AND 1:11, THOSE ADJOINING CLASSROOMS, WE'RE MAKING CALLS PLEADING FOR HELP. AND INFORMING OPERATORS THAT THERE WERE, IN FACT, SHOTS BEING FIRED. IT WAS, AS A DEPARTMENT OF PUBLIC SAFETY HEAD STEVE MCCRAW SAID, NOT THE RIGHT DECISION. >> THE RIGHT DECISION. AND I WANT TO GO TO JARRED -- AS A FORMER POLICE OFFICER, FORMER POLICE CHIEF OF A SIZEABLE CITY. SAN BERNARDINO, CALIFORNIA, I JUST WANT YOUR REACTION TO WHAT WE HEARD. >> MY REACTION IS JUST DISAPPOINTMENT. WE TALK ABOUT LESSONS LEARNED IN THIS BUSINESS. WE TALK ABOUT THE LESSONS LEARNED FROM ALL THE PREVIOUS INSTANCES. HOW TO HANDLE THEM, HOW TO RESPOND, HOW TO MANAGE. AND WE FEAR IN THE DAYS LEADING UP TO THIS, AS THE MAYOR KEPT EVOLVING THAT SOMETHING WAS VERY WRONG, SOME THINGS WERE NOT LINING UP, WHEN YOU EVENTUALLY THIS WAS GOING TO HAPPEN. FROM MY OWN VIEWPOINT, WATCHING THIS FROM WHERE I SIT, I WISH WE WERE HAVING THIS CONVERSATION TODAY'S. AGO BECAUSE WE KNEW THESE FACTS TWO DAYS AGO. THINGS COULD'VE BEEN RESOLVED IN THE LAST COUPLE DAYS OF PEOPLE HAD JUST BEEN TRANSPARENT ABOUT IT. >> A GOOD POINT. THAT IS ON THE GOVERNOR. TEXAS EITHER INTENTIONALLY OR UNINTENTIONALLY, HE MISLED TEXANS AND THE COUNTRY. I WOULD LIKE TO FOLLOW UP ON THAT. OBVIOUSLY, A LAY PERSON, A CIVILIAN, LAW ENFORCEMENT AND IT SOUNDS LIKE A TERRIFYING RESPONSIBILITY. WHEN THERE WAS AN ACTIVE SHOOTER, YOU'VE GOT TO TAKE HIM OUT. I DON'T KNOW WHAT HAPPENED HERE. AND THESE OFFICERS WERE STILL HEARING GUNFIRE. THE TIMELINE OF THE GUNFIRE AFTER THEY BASS DOWN BACK DOWN, THERE WERE STILL BEING SHOTS FIRED IN THAT CLASSROOM. AND I JUST WONDER, I GUESS IT IS HUMAN. ARE YOU SURPRISED THEY DID NOT GO IN? >> I AM SURPRISED, ACTUALLY, TO BE HONEST WITH YOU. SURPRISED FOR A NUMBER OF REASONS. SO, JUST A PERSONAL STORY. I WAS A POLICE OFFICER. AND I CAN REMEMBER HOW THAT INCIDENT, GETTING THE FIRST BIT OF TRAINING. THERE WAS A SHIFT IN THE MINDSET, WE HAVE THIS TRAINER KILLING US. SAFETY PROTOCOLS GOING OUT THE WINDOW. ALL THE THINGS YOU'VE BEEN TRAINING ABOUT. STAYING SAFE, SURROUNDING THE PARAMETER, CALLING -- IN, THAT IS OUT THE WINDOW NOW. IT IS YOUR RESPONSIBILITY. YOU DO NOT HAVE THE RESPONSIBILITY. AND YOU REALIZE YOU ARE NOT GETTING THAT TRAINING IT WAS VERY HARD TO MAKE SOMETHING CLEAR. WHAT REALLY SURPRISES ME IS THAT YOU HAVE THE SCHOOL DISTRICT POLICE CHIEF, WHO ONLY HAS FIVE PEOPLE THAT WORK FOR HIM. IT IS A VERY SMALL DEPARTMENT. PROBABLY NOT CAPABLE IN ANY WAY SHAPE OR FORM OF TRULY RESPONDING TO SOMETHING LIKE THIS EFFECTIVELY. WHO IS RUNNING THE SCENE. AND IT SURPRISES ME THAT HIS 19, 20, 14, 15 OFFICERS, IF SOMEBODY ELSE DOES NOT TAKE OVER AS ESSENTIALLY THE COMMANDER AND MAKE A DIFFERENT CALL. I CANNOT BELIEVE THAT THEREOFFIT THERE SAYING, WE ARE NOT DOING THE RIGHT THING, WE HAVE TO GO IN. >> THAT IS A QUESTION. THERE WOULD HAVE BEEN. IT IS HUMAN NATURE. THERE IS A STOP, AS THERE ALWAYS HAS BEEN AFTER THE SCHOOL SHOOTINGS AND SHOOTING UP GROCERIES EVERY PLACE ELSE IN AMERICA, THAT YEAH, TERRY, WELL THIS TIME WE DO MAYBE YOU SHOULD DO SOMETHING IN CONGRESS, WHAT IS GOING TO HAPPEN? HAVE ABOUT TEN MEMBERS OF THE SENATE, A BIPARTISAN GROUP THAT SAY THEY'RE GONNA WORK THROUGH MEMORIAL DAY WEEKEND ON TALKS. THERE ARE THINGS LIKE UNIVERSAL BACKGROUND CHECKS, AND RED FLAG LAWS, THAT ARE EXTREMELY POPULAR WITH THE AMERICAN PEOPLE. THAT ARE ON THE TABLE. SO WE WILL SEE IF THEY REACH SOME KIND OF AGREEMENT. ANOTHER A LOT OF MY FELLOW REPORTERS HERE IN WASHINGTON, IT IS SO HARD BECAUSE WE'VE JUST SEEN THIS BEFORE AND I THINK IT DONE, THAT THE NEW PATH. I DO THINK THAT THIS CONVERSATION GATHER HAVE-ING NOW WILL PUT EVEN MORE ATTENTION AGAIN ON JUST THE STYLE OF WEAPON, THE TYPE OF WEAPON. WAS THAT A PART OF WHAT LED TO SOME POLICE OFFICERS TO HESITATE HERE, A FEAR THAT THEY ARE JUST OUTGUNNED. SO MUCH OF THE CONVERSATION IN THE WHITE HOUSE, THE PRESIDENT BIDEN LIKES TO BRING IT UP JUST WIDE WE ALLOW FOR KIDS SO YOUNG TO BE ABLE TO PURCHASE SUCH HEAVY WEAPONS OF WAR? SO QUICKLY? LARGE, BIG MAGAZINES IN BODY ARMOR, AND ALL THE ACCESSORIES OF WAR THAT GO ALONG WITH THESE WEAPONS TO. AND I IMAGINE THAT SOME OF THAT WILL BE PART OF THE CONVERSATION AT LEAST PART OF THE QUESTION THAT THESE LAWMAKERS ARE GONNA CONTINUE TO FACE. >> ABSOLUTELY. THOSE EFFORTS IN THE PAST ABOUT RESULTED IN VERY MUCH, ALL THAT THEY DID OUTLAW THE MODERNIZATION TO THE AIR RIFLES IT MADE IT MORE LIKE AN AUTOMATIC RIFLE. AND AARON, THE SENSE WE GOT FROM THAT PRESS CONFERENCE IS THAT POLICE WERE WORRIED ABOUT BEING OUTGUNNED, AS MORALES JUST SAID. THEY HAVEN'T SAID THAT, BUT IT IS QUITE POSSIBLE AND WHAT DOES THAT TELL YOU ABOUT AMERICAN POLICING RIGHT NOW? OH, TERRY, THEY ARE TRAINED TO GO IN. AND YOU HEARD DIRECTIONAL CROSS SAY THAT TEXAS SUBSCRIBES TO THE DOCTRINE THAT CHIEF BURKE WHAT WAS DESCRIBING. WHEN THERE'S AN ACTIVE SHOOTER, YOU GO IN. HERE ARE THE COMMANDER SEEM TO BELIEVE THIS WAS NO LONGER AN ACTIVE SHOOTER. THERE ARE SO MANY AS 19 OFFICERS THAT WERE INSIDE THE SCHOOL. THE FIRST COUPLE WERE TAKING, FIRE AND WERE HIT AND THEY HAD TO RETREAT. BUT THERE WERE OTHERS THAT WERE THERE THAT DID NOT BREACH LOCKED DOORS. TERRY, THE POLICE ALSO I THINK ARE FRUSTRATED AND THIS WAS REFLECTED IN LACROSSE COMMENTS TOWARDS THE END, THEY COULDN'T STOP THE SHOOTER BEFORE HE EVEN THOUGHT ABOUT BECOMING A SCHOOL SHOOTER. AND HE RELAYED THE SOCIAL MEDIA POSTS THAT BEGAN IN SEPTEMBER OF LAST YEAR, WHERE THE SUSPECT APPEARS TO HAVE BEEN ASKING A SISTER TO BUY HIM A GUN. SHE REFUSED, BUT THEN A COUPLE OF MONTHS LATER IN FEBRUARY OF THIS YEAR WITH THE SUSPECT IS STARTING TO BE DESCRIBED ON SOCIAL MEDIA AS A POTENTIAL SCHOOL SHOOTER. THEN ON MARCH 3RD, I HEAR YOU ARE BUYING A GUN. THAT IS WORD ON THE STREET ONE POSED TO HIM SAID. MARCH 14TH, TEN MORE DAYS HE. POLICE AND THE USER REPLIES, ARE YOU GOING TO SHOOT UP A SCHOOL? SO THERE WERE THESE DIGITAL RED FLAGS THAT LAW ENFORCEMENT OFFICIALS HAVE BEEN UNCOVERING. JUST NOBODY WAS ABLE TO CONNECT THE DOTS. AND I WONDER, AND IF I CAN GO BACK TO JARRED FOR A MOMENT ON THIS, FIRST I SHOULD NOTE THAT YOU AFTER THAT TRAINING DID HAVE AN EXPERIENCE WITH A 2015 SAN BERNARDINO MASS SHOOTING THERE. AND SO, WE ARE DRAWING ON THAT EXPERIENCE AS WELL. THERE'S A LOT OF TALK ABOUT RED FLAG LAWS. THEY OPERATE A LITTLE DIFFERENTLY THAN JUST SEARCHING PEOPLE SOCIAL MEDIA BUT I WONDER, AND I'VE SAID THIS, BEFORE YOU GO ONLINE, YOU'RE SHOPPING FOR SOMETHING, YOU CLICK ON IT. INSTANTLY YOU ARE GETTING ADS AND ALL OF YOUR SOCIAL MEDIA FEEDS, JUMP TEXT, EMAIL. THEY TRACK, YOU THEY FLAG YOU AND THEY SEND THAT INFORMATION TO MERCHANTS. WHY CAN'T THEY DO THAT IF SOMEBODY IS TALKING ABOUT SHOOTING UP SCHOOLS? OR WHO HAD TORTURED AND KILLED ANIMALS AND TALKED ABOUT I IT ONLINE? I JUST WONDER HOW MUCH THAT MIGHT HELP FROM YOUR PERSPECTIVE? WILL >> I DON'T KNOW THE LOST DICTATE WHAT IS SHARED OUTSIDE OF THE MARKETING TIME, AND I WILL TELL YOU FROM LAW ENFORCEMENT STANDPOINT, WE DON'T HAVE ACCESS TO ANY DATABASES THAT SAYS THAT WHEN A CERTAIN PERSON IS DOING TYPES OF THINGS, OR SOMEBODY IS ENGAGED IN, IT FROM LAW ENFORCEMENT STANDPOINT WHAT WE ARE RELY ON IS THE PUBLIC OR SOMEBODY BRINGING SOMETHING TO US. THE SIZE OF SOCIAL MEDIA, THE SCOPE OF IT, THE MASSES OF COMMUNICATION IS SOMETHING BEYOND THE SCOPE OF INDIVIDUAL LAW ENFORCEMENT AGENCIES TO BE ABLE TO MONITOR. WE RELY ON PEOPLE TO REPORT THINGS TO US, AND THEN WE TAKE IT UPON US TO TAKE CERTAIN ACTIONS TO INTERVENE, TO HELP, TO GET SOMEBODY OUT OF CRISIS ORLANDO MENTAL HEALTH CARE SYSTEM. ENFORCEMENT AND THAT IS A VERY GOOD EXPLANATION OF HOW LAW ENFORCEMENT WORKS. IT IS THE 21ST CENTURY AND WE THERE ARE WAYS FOR THE SOCIAL MEDIA COMPANY TO BRING OUT SOMEBODY WHO MAKES A BAD JOKE AND THEY GET BAND. THEY CERTAINLY ARE WATCHING EVERYTHING THAT IS ON THEIR PLATFORMS AND YOU WOULD THINK THAT THEY WOULD BE ABLE TO FILTER AND CHECK ON IT, THIS KIND OF DANGEROUS ACTIVITY. BUT I WANNA GO BACK TO MARY ALICE. ON THE NRA, SO FORMER PRESIDENT TRUMP SAID THAT CHAD CRUISE OF THE PROMINENT REPUBLICAN SAID TO SPEAK AT THE AND AREAS CONVENTION HOUSTON TODAY. GREG ABBOTT, AND HIS LOSS HAVE INFINITE GOVERNOR HAS CANCELED A PLAN TO ATTEND BUT I GUESS ABBOTT IS GONNA TRY TO ADDRESS THE GROUP VIRTUALLY. SO, THE TIMING HAS GOT TO BE AWKWARD FOR THE NRA WITH, OR MAYBE NOT. SANDY HOOK, YOU NAME IT. EVERY TIME YOU THINK THAT THERE IS A SENSE THAT WE CAN'T GO ON WITH THE GUN LAWS THAT WE HAVE, AND THE GUN CULTURE THAT WE HAVE, IT JUST ROLLS OFF THEIR BACKS LIKE WATER OFF EJECTS BACK. SO TELL US ABOUT THE NRA CONVENTION AND WHAT TO EXPECT? >> HE, I THINK HE LAID OUT A LOT OF IT. WE'RE GONNA HEAR FROM THESE PROMINENT REPUBLICANS THAT ARE STILL PLANNING TO SPEAK. THERE'S A LOT OF POLITICAL PRESSURE OVER THE LAST TWO DAYS FOR THE NRA TO POTENTIALLY POSTPONE, OR CANCEL. AND SO, FAR NO INDICATION THAT THERE REALLY SCALING BACK. WE ARE EXPECTING QUITE A LOT OF PROTESTERS, QUITE A LOT OF GUN SAFETY ADVOCATES, TO MAKE SURE THAT THEIR PRESENCE IS KNOWN AS WELL. BUT YOU ARE RIGHT. IN A LOT OF WAYS THE NRA IS ACTUALLY SORT OF MOVED THE GOALPOSTS HERE. THEY HAVE ANSWERED EVERY MASS SHOOTING WITH A POLITICAL ARGUMENT THAT MORE GUNS IS THE ANSWER. GUNS ALL THE TIME EVERYWHERE UNFETTERED ACCESS. AND IT HAS SHOWED ME TO HOW THE POLITICAL PRESSURE THAT HAS BEEN PUT ON SOME OF THESE REPUBLICAN LAWMAKERS TO REALLY EXPAND THAT KIND OF ACCESS. LIKE I AM THINKING, ABOUT I WAS JUST THINK ABOUT THIS LAST WEEKEND IN TEXAS. NEW LAWS, FOR EXAMPLE HAVE PERMANENT LIST CONCEALED CARRY. THOSE ARE THINGS THAT ARE ACTUALLY UNPOPULAR WHEN YOU PULL SORT OF THE GENERAL PUBLIC, BE UNPOPULAR AMONG GUN HOLDERS, AMONG REPUBLICANS. BUT THE SMALLEST SLIVER OF EXTREMELY POLITICALLY ACTIVE MEMBERS THAT HAVE CONTINUED TO PUSH THESE, TO MAKE IT EASIER FOR PEOPLE NOT ONLY TO BUY WEAPONS, ANY WEAPONS, BUT TO BE ABLE TO CARRY THEM AT ALL TIMES. EXACTLY, IT IS EXTREMELY ENERGIZE BASE OF THE GUN RIGHTS ADVOCATES WHO HAVE BLOCKED THE MAJORITIES. WE'LL 90 SOME PERCENT, UPWARDS OF 97% OF AMERICANS WANT UNIVERSAL BACKGROUND CHECKS NOT JUST FOR SALES BETWEEN THE LICENSED DEALERS AND PRIVATE INDIVIDUALS, BUT PRIVATE SALES OF WHICH THEY'RE GREAT MANY IN THE COUNTRY. THE RED FLAG LAWS, AS. WELL SO AARON, WHERE DOES THIS INVESTIGATION GO NOW? WHERE THEY LOOKING?
