ONE NEWS SOURCE. GOOD AFTERNOON, YOU'VE BEEN WATCHING COVERAGE FROM OUR STATION W. SEE A, B HURRICANE COVERAGE OUT OF CHARLESTON SOUTH CAROLINA. THANK YOU SO MUCH FOR STREAMING WITH US, I'M STEPHANIE RAMOS. HURRICANE IAN HAS NOW MADE LANDFALL IN SOUTH CAROLINA AS A CATEGORY ONE STORM. HERE IS A LIVE LOOK AT GEORGETOWN, THE EYE OF THE STORM MOVING THROUGH THAT AREA. RIGHT NOW WE KNOW AT LEAST 21 PEOPLE HAVE DIED DUE TO THE STORM AFTER SLAMMING INTO FLORIDA THE PRESIDENT ADDRESSED THE NATION AND ITS WATCHING THE SITUATION CLOSELY. >> MY SITUATION WE HAVE PRE DEPLOYED THE LARGEST TEAM OF CELL AND RESCUE TEAMS IN RECENT HISTORY. SO MANY OF THE RESCUERS NEED TO TAKE PLACE NOW, THEY NEED TO BE IN PLACE NOW IN THE WATER NOW. . >> SO MANY CREWS BEING DISPATCHED TO THOSE AREAS. WE WANT TO CHECK IN WITH OUR GIO BENITEZ WHO HAS BEEN COVERING THE STORY FOR US ALL WEEK LONG. GEO I BELIEVE YOU ARE IN VENICE FLORIDA WE SEE SOME DAMAGE BEHIND YOU TALK TO US ABOUT WHAT ELSE YOU ARE SEEING THERE ON THE GROUND. >> STEPHANIE PEOPLE ARE COMING FROM ALL OVER THE PLACE TO HELP THE PEOPLE OF FLORIDA'S GULF COAST. BEHIND ME HERE WHAT WE ARE SHOWING YOU THIS IS ACTUALLY THE VENICE THEATER. IT IS REALLY THE HEARTBEAT OF THIS COMMUNITY. PEOPLE HERE ARE DEVASTATED BY THIS. IT HAS BEEN AROUND FOR 70 YEARS. I THINK WE HAVE SOME VIDEO NOW THAT I WANT TO SHOW YOU JUST WHAT WE CAN SEE THE DEVASTATION HERE. WHAT WE ARE SEEING IS -- THESE ARE THE HOMES YOU ARE SEEING HERE. HOMES, CARS, SO AFFECTED BY ALL OF THIS HERE. AT THIS MANISTEE A, THIS IS SOMETHING WE ARE SO EXCITED TO HAVE REOPENED AFTER COVID. NOW OF COURSE THEY CAN'T DO THAT BECAUSE NOW THEY ARE DEALING WITH YET ANOTHER STRUGGLE HERE. SO MANY PEOPLE, THEY ARE DEALING WITH THE POWER OUTAGES IN THIS COMMUNITY. THAT IS GOING TO BE A BIG BIG STORY FOR DAYS AND PERHAPS EVEN WEEKS TO COME. HOW LONG WILL PEOPLE BE WITHOUT POWER DURING HURRICANE ANDREW REMEMBER I WAS WITHOUT POWER FOR 21 DAYS. I KNOW THAT IN OTHER AREAS HERE IN FLORIDA'S GULF COAST THEY WERE OUT OF POWER FOR WEEKS FOLLOWING CERTAIN HURRICANES. IRMA, FOR EXAMPLE. THAT IS GOING TO BE SOMETHING THEY WILL BE DEALING WITH FOR A VERY LONG TIME. SEARCH AND RESCUE CREWS WORKING VERY VERY HARD. LET'S GO AHEAD AND BRING IN MELISSA GRIFFIN. OUR ABC NEWS METEOROLOGIST. MELISSA, WE KNOW IT HAS JUST MADE LANDFALL. ANOTHER LANDFALL. IT IS HARD TO BELIEVE THAT THIS HAS HAPPENED YET AGAIN. THAT IS HOW LONG THE STORM HAS TRAVELED. WHAT ARE YOU SEEING? WHAT IS THE LATEST? >> THAT IS RIGHT, GIO, IT REALLY IS THE STORM THAT JUST KEEPS ON GIVING. WE HAVE SEEN FOUR LANDFALLS WITH HURRICANE AM. ONE IN CUBA, TWO IN SOUTHWEST FLORIDA, HERE WE ARE OUR FOURTH ONE. MADE LANDFALL AT 204 WITH 85 MILE PER HOUR WINDS IT IS A CATEGORY ONE HURRICANE. WE HAVE SEEN STORM SURGE MYRTLE BEACH AS HIGH AS FIVE FEET. CHARLESTON NORTH CAROLINA GETTING UP TO FIVE INCHES OF RAIN ALREADY. IT IS NOT OVER YET! TAKE A LOOK AT THE RADAR YOU CAN SEE THE EYE MOVING ON SHORE RIGHT NOW. TORNADO WATCHES IN EFFECT. MYRTLE BEACH UP THROUGH NORTH CAROLINA EVEN INTO VIRGINIA BEACH. A TORNADO WARNING THERE FOR NEW BERN, NORTH CAROLINA. SO MANY THREATS ARE THERE FOR AND AS WE HEAD ON INTO TONIGHT EVEN INTO TOMORROW. I WANT TO ZOOM RIGHT IN THERE WHERE THE EYE. IS YOU CAN SEE WHERE THIS WAY LANDFALL. CHARLESTON STILL UNDER IT. TWO INCH PER RAIN HOUR RAINFALL RATES ALREADY. THAT RAIN WILL CONTINUE TO MOVE MORE. MYRTLE BEACH UNDER FLASH OF MORNINGS AS WELL. THAT COMBINED WITH THE STORM SURGE WE HAVE SEEN DEVASTATING COASTAL FLOODING ALREADY TODAY. THIS ALL CONTINUES TO MOVE NORTH. THAT IS WHY WE HAVE FLASH FLOOD WATCHES ACROSS VIRGINIA AS WELL AS YOUR OWN ARE VIRGINIA. THAT CONTINUES TO SPREAD ACROSS THE MID-ATLANTIC TONIGHT. SATURDAY, 3 AM, 40 MILE PER HOUR GUSTS IN ATLANTA CITY, NEW JERSEY. THAT IS HOW FAR THE REMNANTS OF IAN WILL GET. REMEMBER IT WILL WEAKEN RAPIDLY AS IT IS OVERLAND. THOSE REMNANTS WILL CREATE A LOT OF MOISTURE STREAMING INTO THE MID-ATLANTIC. HEAVY RAIN FROM D.C., BALTIMOR, EVEN BACK TO PHILADELPHIA OVERNIGHT TONIGHT. THIS IS THE REMNANTS OF HIM MOVING NORTH. RAIN STRETCHING ALL THE WAY INTO SOUTHERN NEW ENGLAND. 3 TO 6 INCHES OF RAIN. SO MUCH TROPICAL MOISTURE HAS BEEN PUMPED INTO AND, THIS IS SUCH A WIDESPREAD POWERFUL STORM. SO LARGE, STRETCHING ACROSS ALMOST THE ENTIRE EASTERN SEABOARD. WE ARE NOT DONE WITH IAN OMELET -- A COUPLE MORE HOURS IN SOUTH CAROLINA AND THEN RIGHT UP THE EAST COAST WITH HEAVY RAIN. >> RIGHT UP THE EAST COAST. ALL RIGHT, MELISSA GRIFFIN, THANK YOU SO MUCH FOR THAT. WE WILL GO NOW TO CHARLESTON, SOUTH CAROLINA. THAT IS WHERE WE FIND ABC'S ELWOOD LOPEZ. I WOULD, IT MADE LANDFALL JUST ABOUT 60 MILES FROM YOU. WHAT ARE YOU EXPERIENCING THERE NOW? >> WELL, LISTEN GIA RIGHT NOW WE ARE EXPERIENCING DECENT WEATHER HERE TO BE HONEST WITH YOU. WE WERE SEEING RAIN BANDS THAT WERE COMING IN AND COMING OUT. THE BIG THING RIGHT NOW ARE THESE WIND GUSTS WE ARE STILL FEELING. AS MELISSA WAS EXPLAINING, THIS IS A FAST-MOVING SITUATION HERE. ONCE IT MADE LANDFALL OF A SUDDEN THE REMNANTS HAVE SPREAD OUT AND THEY WERE GOING TOWARDS THE MID-ATLANTIC. SOUTH CAROLINA GOVERNOR SAYING WE ARE NOT OUT OF THE WOODS YET. STAY PUT, STAY OFF THE ROADS. SOME ROADS NOW ARE IMPASSABLE. WE ARE LOOKING AT WHAT DAMAGE HAS BEEN DONE NOW THE UNION HAS MADE LANDFALL. THERE IS SOME FLASH FLOODING HERE IN CHARLESTON. NOT WHAT THEY WERE EXPECTING. IT WASN'T AS BAD AS THEY THOUGHT IT WAS GOING TO BE. THEY ARE REALLY BREATHING A SIGH OF RELIEF HERE. WHEN THE WIND GUSTS WERE UP AT THE HIGH LEVEL, UP TO 90 MILES PER HOUR WE DID SEE THAT A PIECE OF DARK SPLIT OVER HERE AT THE MARINA AND WAS SWEPT AWAY. WE HAVE SEEN SOME OF THIS IMPACT. PEOPLE HERE IN CHARLESTON BUT AS OF RIGHT NOW IT SEEMS LIKE THEY DODGED A BULLET, GEO. >> WE WANT TO EMPHASIZE THAT THE GOVERNOR IS ACTUALLY SAYING IT LOOKS LIKE THINGS ARE PRETTY GOOD. NOT OUT OF THE WOODS JUST YET BUT THAT THINGS LOOKED PRETTY GOOD WITH THE STORM SURGE IS A CONCERN NOW AND ARE YOU SEEING ANY SIGNS OF THAT THERE? >> NOT RIGHT HERE WHERE WE ARE. WE ARE AT A MARINA. THIS IS THE ASHLEY RIVER. THE HIGH TIDE, WE SAW HIGH TIED IT WAS SOMETHING WE WERE WORRIED ABOUT. THAT LANDFALL WAS GOING TO COINCIDE WITH HIGH TIDE. HERE WE HAVE NOT SEEN A LOT OF MOVEMENT. THAT IS SOMETHING WE HAVE TALKED TO THE MANAGER OF THE MARINA OF THEY ARE VERY HAPPY ABOUT THAT THEY ARE NOT SURE WHAT THEY WERE GOING TO SEE. A LOT OF THE STORM SURGE WAS FARTHER NORTH OF US CLOSER TO WHERE IT MADE LANDFALL. CLOSER TO THE MYRTLE BEACH AREA. THERE IS STORM SURGE. AGAIN, NOT WHAT WE EXPECTED TO SEE HERE IN CHARLESTON. THAT IS GOOD NEWS FOR PEOPLE HERE, ESPECIALLY FOR PEOPLE WHO DID NOT KNOW WHAT TO EXPECT BASED ON WHAT THEY SAW IN TERMS OF WHAT EON DID IN SOUTH OF FLORIDA. GIO. >> WE DID NOT WANT TO SEE A REPEAT, AT ALL. ELWYN LOPEZ, THANK YOU SO MUCH FOR ALL OF YOUR WORK OUT THERE IN THE STORM. THANK YOU, MY FRIEND. BE SAFE. NOW LET'S GO TO THE NATIONAL HURRICANE CENTER. THAT IS WHERE WE FIND ACTING DIRECTOR JAMIE ROME JOINING IT AGAIN. JAMIE, THANK YOU. AND HOW BUSY IT'S BEEN FOR YOU FOR DAYS NOW. THIS STORM GOING JUST UP THE EASTERN SEABOARD THERE. NOW THAT HE AND HAVE MADE LANDFALL, WHAT ARE YOU KEEPING AN EYE ON ALONG THE CAROLINA COAST? >> IAN MADE LANDFALL EARLY THIS AFTERNOON AROUND GEORGETOWN. YOU CAN SEE THE STRONGEST ONSHORE FLOW AROUND MYRTLE BEACH. WE ACTUALLY HAD AN OBSERVATION OF A STORM SURGE. A LITTLE OVER FIVE FEET. IT'S PROBABLY STILL COMING UP A LITTLE BIT. THINGS ARE GOING TO BE REALLY NASTY HERE IN THE MYRTLE BEACH AREA OVER THE NEXT COUPLE OF HOURS >> NEXT COUPLE OF HOURS FOR SURE. I WANT TO ASK YOU THIS, WHEN IT COMES TO HURRICANES IT IS ALL ABOUT THE MAXIMUM WHEN. WE ALWAYS HEAR ABOUT THE AMOUNT OF RAIN. VERY FEW PEOPLE TALK ABOUT THE BAROMETRIC PRESSURE. I AM A MIAMI BOY, THAT WAS SOMETHING WE WERE TALKING ABOUT A LOT. IAN CAME INTO SOUTH CAROLINA WITH AN ESTIMATED MINIMUM CENTRAL PRESSURE OF 977 MILLIBARS. THIS IS HIGHER THAN THE 9:40 WE SAW WHAT IT MADE LANDFALL ON FLORIDA. CAN YOU TELL US A LITTLE BIT ABOUT THAT? PEOPLE SEE THAT NUMBER AND THEY SAY, PERHAPS THE HIGHER NUMBER MEANS IT IS MORE INTENSE, IT IS KIND OF THE REVERSE, ISN'T IT? >> YEAH, THIS IS ACTUALLY A REALLY GOOD QUESTION. PEOPLE FOLLOW THE CENTRAL PRESSURE AS A METRIC OR A GAUGE OF THE INTENSITY BUT IT TURNS OUT IT IS NOT THE BEST GAUGE OF WHAT A STORM IS CAPABLE OF. IN A CASE LIKE IN THE WIND FIELD IS SPREAD OUT OVER SUCH A LARGE DISTANCE THAT THE PRESSURE THE DIFFERENCE BETWEEN THE CENTRAL PRESSURE AND THE PRESSURE AROUND THE HURRICANE THAT ENERGY GETS SPREAD ACROSS A LARGE AREA YOU GET A BIGGER STORM BUT NOT NECESSARILY AS MUCH WIND AND YOU'VE GOT A SMALLER OR MORE COMPACT SYSTEM. >> JAMIE, ON THAT RADAR RIGHT NEXT YEAR WE ARE SEEING SO MUCH RAIN THERE ALONG THE EAST COAST. TELL ME, FOLKS ARE GOING TO BE WATCHING THIS IN NEW YORK WASHINGTON THEY'RE LOOKING AT THIS NOW. SHOULD THEY LET THEIR GUARD DOWN? THIS IS A WEAK SYSTEM, NO BIG DEAL. >> YOU KNOW, ESPECIALLY AS IT MOVES INLAND HERE OVER NORTH CAROLINA I THINK IT IS GOING TO PACK A HARDER PUNCH THAN PEOPLE ARE ANTICIPATING BECAUSE WHEN YOU DROP ALL OF THIS -- I USED TO LIVE HERE! I KNOW THIS AREA REALLY WELL WHEN YOU DROP ALL THAT MOISTUR, HEAVY RAIN, IT'S OFTEN AND LOOSENS THE SOIL. THE WIND CAN COME ALONG AND TOP OF THE TREES AND KNOCK OUT POWER IN LARGE AREAS. ALL RIGHT ACTING DIRECTOR JAMIE GROWN AT THE NATIONAL HURRICANE CENTER SIR THANK YOU SO MUCH FOR ALL YOU ARE DOING YOU FOLKS ARE HEROES THERE AT THE NATIONAL HURRICANE CENTER KEEPING EVERYBODY SAFE THANK YOU SIR. >> THANK YOU. ALL RIGHT SO STEPHANIE SO MUCH NOW IS AHEAD FOR THE RECOVERY EFFORTS HERE IN FLORIDA THE RECOVERY EFFORT HERE IN SOUTH CAROLINA. LOOKING AHEAD INTO THE WEEKEND AND INTO NEXT WEEK ALONG THE EAST COAST SO MANY PEOPLE WILL STILL BE AFFECTED. >> INCREDIBLE THAT HE AND HAS MADE LANDFALL FOUR TIMES NOW JUST REMARKABLE THANK YOU SO MUCH FOR YOUR COVERAGE GEO AND YOUR COVERAGE ON THE GROUND OUR COVERAGE OF THE STORM CONTINUES OR UP TODAY ON ABCNEWS.COM. ABC NEWS DEANNE CRISWELL IS JOINING -- BE SURE TO WATCH THAT. THAT IS THIS SUNDAY. COMING UP, THE WAR IN UKRAINE. THE GLOBAL FOOD CRISIS AND GROWING THREATS DUE TO CLIMATE CHANGE. THAT IS JUST A FEW OF THE ISSUES FACING THE HEAD OF THE UN GENERAL ASSEMBLY AS IT STARTS ITS NEW TERM. HE'S JOINING US LIVE RIGHT AFTER THE BREAK. 31 NIGHTS OF HALLOWEEN. WATCH ALL OCTOBER AN FREE FORM. >> WELCOME BACK, NOW TO THE WAR IN UKRAINE. IN A CEREMONY TODAY RUSSIA FORMALLY AND ILLEGALLY ANNEXED OCCUPIED TERRITORY IN UKRAINE'S EAST AND SOUTH. PRESIDENT BIDEN BLASTED THE MOOSE SAYING RUSSIA IS SHOWING CONTEMPT FOR PEACEFUL NATIONS EVERYWHERE. ABC NEWS FOREIGN CORRESPONDENT TOM SOUPY BIRD IS IN KYIV WITH THE LATEST. >> STEPHANIE, ONE IMPORTANT POINT ABOUT THIS, SO-CALLED, ANNEXATION IS A FACT THAT ACTUALLY RUSSIA DOES NOT CONTROL A LARGE PART OF THE TERRITORY WHICH IT CLAIMS IT IS ANNEXING. THAT IS REALLY AN ADMISSION OF FAILURE BY PUTIN AND THE KREMLIN. REMEMBER, PUTIN'S MAIN GOAL IN THE SECOND PHASE OF THIS WAR WAS TO TAKE THE HOLD OF UKRAINE'S EASTERN DONBAS. PART OF THE TERRITORY WHICH IT CLAIMS TO HAVE AN EXTRA DAY STILL IN UKRAINIAN HANDS. WHEN HE WAS TALKING IN THAT POMPOUS CEREMONY IN MOSCOW TODAY. AT THE SAME TIME UKRAINIAN TROOPS ARE THREATENING TO ENCIRCLE HIS FORCES IN A KEY STRATEGIC TOWN IN THE DONBAS. THE MORE HERE IS NOT GOING VLADIMIR PUTIN'S WAY. THIS SPEECH AND THIS ANNEXATION TODAY WAS AN ATTEMPT BY VLADIMIR PUTIN TO TRY TO RETAKE THE INITIATIVE. TRY TO UP THE ANTE UP THE RHETORIC SAYING THAT IF ANY ATTACKS BY UKRAINE WITH WESTERN SUPPLIED WEAPONS ARE MADE ON THOSE NEWLY ANNEX TERRITORIES RUSSIA WILL CONSIDER THEM TO BE ATTACKS ON RUSSIA WE DON'T THINK THOSE TYPES OF THREATS ARE GOING TO MAKE ANY REAL DIFFERENCE ON THE GROUND HERE IT IS NOT GOING TO DETER THE UKRAINIANS FROM RE-CAPTURING THE TERRITORY IT IS NOT GOING TO HAVE A DRAMATIC IMPACT ON WESTERN POLICY MAKERS IN WESTERN CAPITALS OF WASHINGTON OR LONDON. A LOT OF IT WAS PREDICTABLE RHETORIC FROM PUTIN. RAMP IT NATIONALISM. PLAYING THE VICTIM CARD. WE KNOW THAT RUSSIA IS THE AGGRESSOR IN THIS WAR BUT TRYING TO PAINT HISTORICAL GRIEVANCES LIKE THE END OF THE SOVIET UNION BEING A MOMENT OF TRAGEDY FOR THE RUSSIANS TRYING TO CLAIM THAT UKRAINE ISN'T REALLY A STATE AT ALL BUT PART OF RUSSIA WE DID THE WARRING LEE HERE ONCE AGAIN A NOD TOWARD THE NUCLEAR ISSUE FROM VLADIMIR PUTIN WITH A BIZARRE REMINDER OF HISTORY SAYING THE ONLY COUNTRY IN THE WORLD WHO HAVE EVER USED NUCLEAR WEAPONS WITH THE UNITED STATES AFTER THE SECOND WORLD WAR. OVERALL THIS IS A PREDICTABLE SHOW OF PROPAGANDA. PUTIN'S ALLIES RALLYING AROUND HIM TO TRY TO MAKE HIM LOOK STRONG AGAIN WHEN HE HAS BEEN WEAKENED SO MUCH RECENTLY. STEPHANIE? >> TOM SOUFI BURJ FOR US IN KYIV. THANK YOU SO MUCH. THE WAR IN UKRAINE IS A KEY ISSUE FOR THE INTERNATIONAL COMMUNITY, OBVIOUSLY. ALSO FOR THE UNITED NATIONS AND MY NEXT GUEST. I AM HAPPY TO HAVE THE PRESIDENT OF THE UNITED NATIONS GENERAL ASSEMBLY, TO JUST STARTED HIS NEW TERM THANK YOU ON THE POSITION. >> THANK YOU VERY MUCH FOR HAVING ME YES YOU ARE JUGGLING A LOT RIGHT NOW FIRST I WANT TO GET YOUR REACTION TO THE RUSSIAN ANNEXATION OF UKRAINIAN TERRITORY AND ALSO FLATTEN SPEECH TODAY. WHAT STOOD OUT TO THE MOST? >> IT IS ILLEGAL IT IS AGAINST THE LETTER AND SPIRIT OF THE UN CHARTER IT IS AGAINST INTERNATIONAL LAW THE CHARTER IS VERY CLEAR YOU CANNOT APPLY FORCE TO ATTACK YOUR NEIGHBOR AND YOU CANNOT ANNEX THE TERRITORY OF A NEIGHBOR THROUGH A FLYING FORCE DO YOU HAVE A MESSAGE FOR THE INTERNATIONAL COMMUNITY AS A WHOLE AS THE PRESIDENT OF THE UN GENERAL ASSEMBLY THE MEMBER STATES OF THE UNITED NATIONS HAVE TAKEN A POSITION THEY HAVE SENT THEIR MESSAGE ALREADY WHEN THEY SEE AND AGGRESSION WHEN THEY SEE RUSSIA TO WITHDRAW FROM ALL TERRITORIES OF THE SOVEREIGN TERRITORY CALLED UKRAINE THEY CALLED RUSSIAN LEADERSHIP TO STOP THE WAR TO SEEK NEGOTIATION THROUGH ANY OUTSTANDING PROBLEM THEY ALSO CALLED RUSSIA TO HUMAN A HUMANITARIAN ACCESS TO THOSE IN NEED. THEY ALSO CALLED FOR INCREASING NUCLEAR SAFETY ON THE TERRITORY OF UKRAINE IT IS A VERY CLEAR MESSAGE. >> THIS WAR IN UKRAINE IS LEADING TO SO MANY ISSUES FOR THE PEOPLE THERE IN THAT COUNTRY. WE ARE TALKING ABOUT THE FIRST MAJOR WAR IN EUROPE SINCE WORLD WAR II LEADING TO A GLOBAL FOOD CRISIS. WHAT ELSE CAN BE DONE FOR THE PEOPLE THERE SO THEY DON'T GO HUNGRY? >> THE WAR IN UKRAINE HAS CHANGED THE THINKING OF THE PEOPLE IN MANY, MANY, COUNTRIES. JUST THE FOOD SECURITY ASPECT, YOU MENTIONED, STEPHANIE, IS AFFECTING ONE BILLION 200 MILLION PEOPLE ON EARTH. ONE -- RUSSIA AND UKRAINE PROVIDED 25% OF THE GRAIN EXPORTS IN THE WORLD. THE WAR PUT THAT ON HOLD. WHAT THE UN TRIED TO DO, SUCCESSFULLY SO FAR TO ALLOW THE RESUMPTION, THE RENEWAL OF GRAINS FROM UKRAINE AND FROM RUSSIA. BEFORE THE WAR, THE MONTHLY GRAIN EXPORTS FROM UKRAINE WAS FIVE OR 6 MILLION POUNDS PER MONTH. THAT WENT TO ZERO. THAT SKYROCKETED FOOD PRICES IN MANY, MANY, COUNTRIES. WE HAVE NOW TEN COUNTRIES IN THE WORLD WHO ARE ON THE VERGE OF MAJOR FAMINE. WITH THE HELP OF THE UNITED NATIONS, A NEGOTIATION DEAL WITH BROKERED WHICH ALLOWED UKRAINIAN FOOD, UKRAINIAN GRAIN MOSTLY. RUSSIAN GRAIN, RUSSIAN FOR LETTERS TO COME OUT FROM THE WAR ZONE AND REACH MARKETS. IT HAS PUSHED DOWN PRICES. IT ELEVATED IT, ALLEVIATED THE IMMEDIATE DANGERS OF THE FAMINE IN MANY COUNTRIES. WE NEED TO MAKE SURE THAT THIS DEAL WILL LAST BEYOND THE 120 DAYS IT WAS DESIGNED FOR. NOT ONLY WE ARE EXPECTING IMMEDIATE EFFECTS BUT TO MAKE SURE NEXT YEAR THE NATION CAN PRODUCE THE NECESSARY DEMAND OF FOOD. >> ABSOLUTELY. HOPEFULLY THAT CAN BE SUSTAINE, SINCE WE ARE SO WELL INTO THIS WAR NOW. IT HAS BEEN QUITE SOME TIME. LET'S SHIFT TO CLIMATE CHANGE. THAT IS ANOTHER ISSUE COMING OUT OF THIS WAR. WHAT MORE CAN THE UN DO IN RESPONSE TO CLIMATE CHANGE? I KNOW THAT IS SOMETHING YOU ARE FOCUSING ON HEAVILY. >> VERY HEAVILY. IT IS PERHAPS ONE OF THE MAJOR CHALLENGES, THE FATAL EXISTENTIAL CHALLENGE OF HUMANITY TODAY. THE UN IS AT THE FOREFRONT OF CLIMATE OPPOSING SEEING. ORGANIZING BOTH MITIGATION. IT MEANS REDUCTION OF THE EMISSION OF GREENHOUSE GASES. AND THE ADAPTATION. IT IS THE INVESTMENT IN THE POLICIES IT IS A THE EFFORTS OF DIFFERENT COUNTRIES TO SEE HOW BETTER TO SURVIVE THE FORTHCOMING NEARS. THE DANGER IS VERY REAL. THE TARGET, WHAT WE PINPOINT FOR OURSELVES NOT TO CROSS 1.5 CELSIUS AND GLOBAL CLIMATE WARMING IT MOST LIKELY WILL BE CROSSED. BY ALL ACCOUNTS, THE BIG QUESTION IS HOW FAR DO WE GO AND WHETHER OR NOT WE CAN RETURN FROM THAT PEAK. FOR THE NEXT 20 OR 25 YEARS THE GLOBAL TEMPERATURE WILL RISE FOR SURE. WITH ALL CONSEQUENCES AND THE PEOPLE IN FLORIDA, THE PEOPLE IN CALIFORNIA CAN TELL YOU WHAT DOES IT MEAN TO SEE MORE AND MORE ENERGY BEING CONVEYED BY HURRICANES, WINDS, AND MANY OTHER NATURAL DISASTERS. THE BIG QUESTION NOW WHILE WE TRY TO MITIGATE THE EMISSIONS, HOW TO MAKE SURE THE FRAGILE COMMUNITIES WILL SURVIVE THE FORTHCOMING 20 OR 25 YEARS. ADAPTATION WILL COME TO THE FOREFRONT. IT WILL BE ONE OF THE BIGGEST ISSUES IN THE UN WHERE OF THE NEXT CLIMATE SUMMIT WILL TAKE PLACE. TO MAKE SURE WE CAN DO IT, WE HAVE TO UNDERSTAND THAT 80% OF THE CLIMATE CHANGE IS BEING FELT THROUGH WATER. THOSE PEOPLE IN FLORIDA KNOW IT. WE HAVE TO IMPROVE OUR WATER MANAGEMENT SYSTEM. WE HAVE TO LEARN HOW TO INTEGRATE OUR WATER AND CLIMATE POLICIES. >> THANK YOU FOR YOUR TIME. THANK YOU SO MUCH FOR BEING HERE. SO MANY ISSUES COMING OUT OF THE WAR. CLIMATE CHANGE, THE WAR ITSELF, HUNGER, WE KNOW THE UN'S MESSAGES. HOPE WE HOPE THAT THIS GETS RESOLVED VERY SOON. >> THANK YOU VERY MUCH, STEPHANIE, FOR HAVING ME. >> COMING UP, WE HAVE SOME GOOD NEWS TO SHARE WITH YOU AND ALSO SOME NOT SO GOOD NEWS. ON THE ECONOMY, WHAT IT MEANS FOR YOUR WALLET! THAT IS COMING UP NEXT. WELCOME BACK, WE WANT TO GET TO THE SUMMIT TODAY'S TOP HEADLINES AS THE U.S. GRAPPLES WITH RISING INFLATION NEW DATA IS OUT TODAY SHOWING CONSUMER SPENDING IS UP MONTH OVER MONTH. THAT IS A SIGN THE ECONOMY IS HOLDING UP EVEN AS INFLATION LIFTS PRICES FOR FOOD, RENT, AND OTHER ESSENTIALS. AND THE WHITE HOUSE IS SCALING BACK ITS STUDENT LOAN FORGIVENESS PLAN FOR MORE THAN 770,000 BORROWERS THE DECISION COMES AMID LEGAL CHALLENGES WITH PRIVATE BANKS BORROWERS WITH FINES AND FORMER EDUCATION LOANS WILL NO LONGER QUALIFY FOR THE PROGRAM. ALSO, NEW DEVELOPMENTS IN THE TRIAL OF FORMER TRUMP ADVISOR TOM BARRICK. GOVERNMENT PROSECUTORS IN THE CASE OF THE LONGTIME TRUMP ALLY READ ALOUD HUNDREDS OF EMAILS AND TEXTS SENT BY MERRICK INCLUDING MESSAGES SENT TO IVANKA TRUMP AND JARED KUSHNER. BARRETT IS ACCUSED OF ILLEGALLY LOBBYING ON BEHALF OF THE UAE NOW TO CONCERN ABOUT MIAMI DOLPHINS QUARTERBACK TUA TAGOVAILOA AFTER HE WAS CARTED OFF THE FIELD LAST NIGHT WITH HEAD IN NECK INJURIES THEY ARE NOW QUESTIONING WHETHER OR NOT HE SHOULD HAVE BEEN PLAYING IN THE FIRST PLACE WE'LL READ HAS THE STORY THERE HE GOES, SLOWING DOWN AT HIS OWN 48 YARD LINE. >> AT THE SECOND QUARTER OF THE MIAMI DOLPHINS PRIMETIME GAME AGAINST THE CINCINNATI BANGLES MIAMI STURDIER QUARTERBACK, TUA TAGOVAILOA WAS THROWN VIOLENTLY INTO THE GROUND SMASHING HIS HEAD AND NECK ONTO THE TURF. YOU CAN SEE HIS FINGERS SEIZIN, WHAT IS KNOWN AS FENCING. AN IMMEDIATE SIGN OF NEUROLOGICAL TRAUMA. >> RIGHT AWAY THEY ARE CONCERNED. THEY ARE BRINGING A STRETCHER OUT. THE DOLPHINS ANNOUNCING THEY WERE BROUGHT TO THE HOSPITAL WITH HAD A NECK INJURIES. DISCHARGED OVERNIGHT AND FLEW HOME TO MIAMI WITH THE TEAM. >> IT WAS A SCARY MOMENT. HE WAS EVALUATED FOR CONCUSSIO, HE IS IN THE CONCUSSION PROTOCOL. >> JUST DAYS EARLIER, TAGOVAILOA OBVIOUSLY STAGGERED AFTER A BIG HIT AGAINST THE BUFFALO BILLS. THAT REACTION, ANOTHER SIGN OF TRAUMA THAT CONCUSSION EFFORTS TEAM A RED LINE, WHEN CROSSED SHOULD PROHIBIT A PLAYER FROM RETURNING TO THE GAME. TUA DID COME BACK THAT DAY, EVENTUALLY LEADING TO HIS TEAM'S VICTORY. HE IN THE DOLPHINS CLAIMING THAT WAS A BACK INJURY. AS SUCH HE WOULD NOT BE SUBJECT TO MANDATORY CONCUSSION PROTOCOL. AND I FELL AND NFL PA JOINT REVIEW IS UNDERWAY TO DETERMINE WHETHER NOT THE DOLPHINS FOLLOWED IMPORTANT PROCEDURE. AN OUTSPOKEN CRITIC OF THE NFL'S APPROACH TO HEAD TRAUMA. >> NOW WE WILL HAVE TO WORRY HOW THIS WILL AFFECT THE REST OF THE SEASON AND REALLY HOW IT WILL AFFECT THEM FOR THE REST OF HIS LIFE. >> WE HOPE TO A FULL RECOVERY. OUR THANKS TO WILL REID FOR THAT REPORT. I AM STEPHANIE RAMOS, THANK YOU FOR JOINING US. WE WILL HAVE CONTINUED COVERAGE OF HURRICANE IAN ALL DAY LONG RIGHT HERE.
