TODAY, AT THE SAME TIME, UKRAINIAN TROOPS, ARE THREATENING TO ENCIRCLE HIS FORCES IN A KEY STRATEGIC TOWN IN THE DONBAS. THE WAR HERE IS NOT GOING VLADIMIR PUTIN'S WAY AND THIS SPEECH AND ITS ANNEXATION TODAY WAS AN ATTEMPT BY VLADIMIR PUTIN TO TRY AND RETAKE THE INITIATIVE, TO TRY AND UP THE ANTE, UP THE RHETORIC. SAYING, IF ANY ATTACKS BY UKRAINE WITH WESTERN SUPPLIED WEAPONS ARE MADE ON THOSE NEWLY ANNEXED TERRITORIES, RUSSIA WILL CONSIDER THEM TO BE ATTACKS ON RUSSIA. BUT I DON'T THINK SO IT'S KIND OF THREATS ARE GOING TO MAKE ANY REAL DIFFERENCE ON THE GROUND. IT'S NOT GOING TO DETER THE UKRAINIANS FROM RE-CAPTURING THEIR TERRITORY. IT'S NOT GOING TO HAVE A DRAMATIC IMPACT ON WESTERN POLICY MAKERS IN WASHINGTON, LONDON, OR BRUSSELS. NOW, WE DID HEAR SOME RHETORIC FROM PUTIN. A LOT OF IT WAS PREDICTABLE, A LOT OF IT WAS SORT OF RABID NATIONALISM, PLAYING THE VICTIM CARD, EVEN THOUGH RUSSIA IS THE AGGRESSOR IN THIS WAR. TRYING TO SORT OF PAINT HISTORICAL GRIEVANCES, LIKE THE END OF THE SOVIET UNION, BEING SORT OF A MOMENT OF TRAGEDY FOR THE RUSSIANS AND TRYING TO CLAIM THAT UKRAINE REALLY ISN'T A STATE AT ALL AND IT'S PART OF RUSSIA. WE DID WORRYINGLY HERE, ONCE AGAIN, A SORT OF A NOD TOWARDS THE NUCLEAR ISSUE FROM VLADIMIR PUTIN WITH A BIZARRE SORT OF REMINDER OF HISTORY, SAYING THAT THE ONLY COUNTRY IN THE WORLD TO EVER USE NUCLEAR WEAPONS WAS THE UNITED STATES AFTER THE SECOND WORLD WAR. I THINK OVERALL, THIS WAS A PREDICTABLE SORT OF SHOW OF PROPAGANDA. IT WAS PUTIN'S ALLIES RALLYING AROUND HIM TO TRY AND MAKE HIM LOOK STRONG AGAIN, WHEN HE'S BEEN WEAKENED SO MUCH RECENTLY. STEPHANIE? >> THE BIG QUESTION IS, WHAT WILL HAPPEN NEXT? WHAT WILL HE DO NEXT? TOM SUBA RIDGE FOR US IN KYIV, THANK YOU SO MUCH. FOR MORE, I WANT TO BRING IN OLGA -- HEAD OF THE BOARD OF THE -- INTERNATIONAL EXPERT ON ELECTORAL AND DRAFT LAWS. OH MY, THANK YOU SO MUCH FOR JOINING US. PRESIDENT BIDEN, ADDRESSING THE ANNEXATION EARLIER TODAY, CALLING THE MOVE A, QUOTE, DELIBERATE ACT OF SABOTAGE. THE WORLD IS NEVER GOING TO RECOGNIZE. WHAT DO YOU MAKE OF THIS MOVE AND THE SO-CALLED REFERENDUMS? >> FIRST OF ALL, THIS ANNEXATION, AS YOUR COLLEAGUE MENTIONED, IS FAKE. IN A LEGAL ACT AND RUSSIA, EVEN DOESN'T HAVE INFLUENCE OR DOESN'T CONTROL THESE FOUR O BLASTS FOR NOW. THE ACTIVE COUNTER ACTION OF UKRAINIAN ARMED FORCES SHOW THAT IT IS POSSIBLE TO WIN ON THE BATTLEFIELD IF -- WESTERN WORLD IN THE USA WILL CONTINUE TO SUPPORT UKRAINIANS. IT'S VERY IMPORTANT. THE FAKE REFERENDUM HAS NO SIGN OF THE FREE AND LEGAL PROCESS AT ALL. -- THE INSTITUTIONS OF DEMOCRACY AND THE PARTICIPATION OF CITIZENS IN GOVERNANCE, AND DOES NOT RELY ON LEGISLATION, THE CONSTITUTION, INTERNATIONAL SCIENTISTS, BEST PRACTICES. IT TAKES PLACE UNDER THE PRESSURE OF ARMED SOLDIERS OF THE RUSSIAN ARMY, WHO GO TO THE APARTMENTS OF CITIZENS AND FORCE THEM TO -- CHOOSING BETWEEN TAKING THE BOX ON A FAKE BALLOT AND THEIR LIVES. UNFORTUNATELY, IT'S A REALITY THAT IN MARTIAL LAW, NOBODY CAN ORGANIZE. AND HE ACTS AND ACTIVITY LIKE REFERENDUM OR ELECTIONS, BECAUSE PEOPLE CAN FORM POLITICAL WILL. AT THE SAME TIME, I HAVE TO HIGHLIGHT THAT MORE THAN 60% OF UKRAINIANS LEFT OCCUPIED TERRITORIES DURING THIS LAST SEVEN MONTHS. THAT'S WHY WE HAVE MORE THAN 12 MILLION OF INTERNALLY DISPLACED PEOPLE. PLUS REFUGEES WHO ARE SEARCHING FOR SECURITY ABROAD UKRAINE. THAT'S WHY WE HAVE TO UNDERSTAND THAT THOSE PEOPLE WHO STILL ARE ON OCCUPIED TERRITORIES DIDN'T HAVE ANY POLITICAL WILL TO PARTICIPATE IN THIS PSEUDO-REFERENDUM, BUT PUTIN DECIDED TO USE THE SAME SCHEME AS IN 2014, WHEN HE DECIDED TO OCCUPY AND THEN ANNEXED CRIMEA, BECAUSE WE ARE VERY CAUTIOUS ABOUT THAT AND DID NOT PROPOSE THE RELEVANT REACTION TO THAT ANNEXATION. THAT'S WHY NOW, WE HAVE TO --ERSTAND THAT AFTER THE SECOND WORLD WAR TO CHANGE THE BORDERS OF INDEPENDENT COUNTRIES THROUGH ATTACKS OR ACTIONS LIKE FULL SCALE AGGRESSION, AS TO STOP RUSSIA THROUGH MILITARY SUPPLY OF UKRAINE AND CORRECT REACTION ABOUT THIS PSEUDO-, FAKE REFERENDUM. BECAUSE IT IS -- UNTIL TODAY. >> ABSOLUTELY AND AS THE U.S. CALLS THIS ANNEXATION FAKE, PUTIN IS CALLING IT VERY REAL. WE SHALL SEE WHAT HAPPENS FROM HERE. THANK YOU SO MUCH, OLGA, FOR YOUR TIME. WE REALLY APPRECIATE IT. WE DO WANT TO GET TO SOME BREAKING NEWS NOW. HURRICANE IAN HAS JUST MADE LANDFALL NEAR GEORGETOWN, SOUTH CAROLINA, AS A CATEGORY ONE HURRICANE. WE WILL HAVE CONTINUING COVERAGE RIGHT AFTER THE BREAK. WELCOME BACK. I WANT TO BRING IN 80 ABC NEWS METEOROLOGIST, GREG DUTRA. GREG, WE UNDERSTAND THAT HURRICANE IAN HAS NOW MADE LANDFALL. >> IT IS, YEAH. IT'S OFFICIAL. WE WERE TALKING ABOUT IT MAKING LANDFALL IMMINENTLY BACK AT THE TOP OF THE HOUR. WELL, AT 205, IT OFFICIALLY DID MAKE LANDFALL. THAT IS IN GEORGETOWN, SOUTH CAROLINA. 85 MILES PER HOUR, SO A CATEGORY ONE STORM. ALTHOUGH WE HAVE SEEN GUSTS BEING RECORDED AT 92 MILES PER HOUR, THIS WILL MAKE EVEN THE FIRST LAND FALLING HURRICANE SINCE HURRICANE MATTHEW IN SOUTH CAROLINA. THAT WAS BACK A FEW YEARS AGO AGO IN 2018, AND THEN 16, RATHER, AND ALSO THE FIRST ONE SINCE HURRICANE CHARLIE THAT MADE LANDFALL IN BOTH FLORIDA AND THEN AGAIN IN SOUTH CAROLINA. THAT WAS BACK IN 2004. LET'S TAKE A LOOK AT WHERE IT'S HEADED HERE THROUGH THE NEXT COUPLE OF DAYS, BECAUSE THIS IS FAR FROM OVER, EVEN THOUGH IT HAS MADE LANDFALL, THERE IS STILL VERY HEAVY RAIN ON THE SOUTHERN AND SOUTHWESTERN QUADRANT TO THIS. THAT IS FALLING OVER CHARLESTO, WHERE THEY'VE SEEN, IN SOME CASES, UP TO ABOUT SEVEN INCHES OF RAINFALL, FLASH FLOOD EMERGENCY, BASICALLY, UNFOLDING THERE AT THIS POINT. AND AS IT MAKES ITS WAY INLAND, WE WILL SEE GUSTS ABOVE 60, POSSIBLY ALL THE WAY TO HURRICANE STRENGTH FROM MYRTLE BEACH UP INTO WILMINGTON, RALEIGH, ENGLAND IS GOING TO SEE 50 OR SO MILE PER HOUR GUSTS. AND WHEN YOU'VE GOT SATURATED GROUND, YOU NEED -- ABOVE 39 MILES PER HOUR. YOU ARE GOING TO HAVE TREES DOWN, YOU ARE GOING TO HAVE POWER OUTAGES. WE'VE ALREADY SEEN THOSE POWER OUTAGES COME TO FRUITION. THIS CONTINUES TO LIFT OFF TO THE NORTH, LATE TONIGHT, EARLY TOMORROW MORNING. AND LOOK WHERE IT IS. BY THE TIME WE GET INTO SATURDAY, THIS IS GOING TO BRING A TON OF RAINFALL TO AREAS LIKE NEW YORK CITY, ON OUT TO LONG ISLAND. A LOT OF WIND OUT THERE IN MONTAUK. 30, 40 MILES PER HOUR. THEN ALL THE WAY TO THE CAPE OF MASSACHUSETTS, WHERE YOU COULD SEE 2 TO 5 TOTAL INCHES OF RAINFALL FROM THIS. SO AGAIN, NOT OVER BY ANY MEANS. WE ARE STILL SEEING THE STORM SURGE IN MYRTLE BEACH UP AROUND FOUR OR SO FEET. ALTHOUGH IT DOES LOOK LIKE THAT IS GOING TO START TO RECEDE. THE FLOOD WATCH IS EXTENSIVE. FROM SAVANNAH ALL THE WAY UP TO NORFOLK. STOPPING JUST FOURTH OF THE DELMARVA PENINSULA, AND THEN GOING INLAND INTO WEST VIRGINIA. I MEAN, THIS CROSSES THE SPINE OF THE APPALACHIAN MOUNTAINS. A TESTAMENT TO HOW LARGE AND EXPENSIVE THE SYSTEM IS OF TROPICAL STORM FORCE WINDS THAT STILL GO SOME 200 MILES OUT FROM -- >> EXPENSIVE, INDEED. THANK YOU SO MUCH, GREG, FOR THAT. METEOROLOGIST GREG BUTCHER FOR US CLOSELY MONITORING THIS HURRICANE RIGHT HERE IN NEW YORK. THANK YOU SO MUCH. I'M STEPHANIE RAMOS, THANK YOU FOR JOINING US. REMEMBER, ABC NEWS LIVE IS HERE FOR YOU ALL DAY WITH THE LATEST NEWS, CONTEXT, AND ANALYSIS.
