IT TOOK OFFICERS WENT TO THE SCHOOL, AND HOW THE SHOOTER HIMSELF GOT IN. -- AT ROBB ELEMENTARY WITH THE LATEST. >> PARENTS DEMANDING ANSWERS, INCENSED AN 18 YEAR OLD WAS ABLE TO GO IN AN HOUR-LONG RAMPAGE AND KILLED KILLING 19 CHILDREN AND TWO OF THEIR TEACHERS. AUTHORITIES ARE NOW ADMITTING THAT APPEARS HE ENTERED THE SCHOOL'S MAIN BUILDING FROM AN UNLOCKED DOOR. POLICE STUDYING THIS VIDEO APPEARING TO SHOW HIM WALK IN. >> HE WALKED IN ON OBSTRUCTED, UNOFFICIALLY. >> OFFICIALS SAY THAT AT 11:28 AM, HE CRASHED HIS GRANDMOTHER'S CAR ON THE PERIMETER OF THE SCHOOL, GOT IT WITH AN AR STYLE RIFLE AND A BACKPACK FILLED WITH AMMUNITION, AND FIRED IT TO NEARBY WITNESSES AS HE MOVED HIS WAY TOWARD THE SCHOOL. THE FIRST KNOWN ONE CALL WAS MADE AM. WHICH PARTICLE STATES SHOULD HAVE IMMEDIATELY TRIGGERED A LOCKDOWN. OVER THE NEXT TEN MINUTES. THEN, POLICE SAY THE GUNMAN WALKED OUTSIDE OF THE SCHOOL, CLIMBING AT IT. HE CLIMBED OVER THE FENCE INTO THE BUILDING AT AM. AT AM, THE SCHOOL DISTRICT POSTED ON FACEBOOK THE LOCKDOWN WAS NOW IN EFFECT FOR THE ENTIRE CAMPUS. BUT BY THEN, THE GUNMAN WAS ALREADY INSIDE. TEN YEAR OLD GEMMA LOPEZ WAS NOT COSTUME DOWN THE HALL. >> WHEN DID YOU NOTICE THAT SOMETHING WAS WRONG? >> WHENEVER THE BULLETS CAME THROUGH THE LAW. >> DID YOU PRACTICE LOCKDOWN DRILLS? >> YES, SINCE KINDERGARTEN. >> BUT THIS TIME THERE WAS NO LOCKDOWN. >> NO. >> AUTHORITIES SAY THAT FOR MINUTES AFTER THE SHOOTER ENTERED THE BUILDING, LAW ENFORCEMENT WAS INSIDE, BUT TOOK A FIRE. THEY WERE TREATED AND CALLED FOR ADDITIONAL RESOURCES. STARTING TO FILM THE COMMOTION WAS JESSE ORTIZ, WHO LIVES ACROSS THE STREET. HIS FOOTAGE, EXCLUSIVE ABC NEWS, SHOWS OFFICERS TAKING COVER. >> DID YOU TELL THEM TO GO? WHEN I WAS YELLING, WHEN YOU GUYS GO IN. >> THE VIDEO THEN SHOWS A TEAM GOING IN, BUT THEY HELD OUTSIDE THE CLASSROOM. POLICE SAY TO FOCUS ON EVACUATING OTHER CHILDREN FROM THE SCHOOL. AS ORTIZ KEPT FILMING, CHAOS IN THE STREETS. POLICE -- PARENTS -- >> DIANE, THE SCHOOL DISTRICT RECENTLY DOUBLED ITS FUNDING, AND ADDED EXTRA OFFICERS. REMEMBER, THEY HAD DRILLED FOR JUST SUCH AN INSTANT A COUPLE OF MONTHS AGO. BUT INVESTIGATORS TELL ME THE MOST BASIC MEASURES, MEANT TO SLOW DOWN AND ATTACK, OR WERE NOT IMPLEMENTED. THINGS LIKE CALLING A LOCKDOWN EARLY, AND JUST KEEPING THE OUTSIDE DOORS OF THE BUILDING LOCKED. AND IT RAISES QUESTIONS AS TO WHETHER ANY SUCH MEASURES CAN ACTUALLY STOP A LONE WOLF ATTACK, OR ARMED WITH AN AR STYLE RIFLE, WHO IS WILLING TO DIE, FROM ENTERING A BUILDING LIKE THAT. DIANE. >> MAX GOTTMAN, THANK YOU WE. NOW HEARING DIRECTLY FROM ONE OF THE SURVIVORS INSIDE ROBB ELEMENTARY. AS WE ALSO LEARNED OF A NEW TRAGEDY. THE HUSBAND OF ONE OF THE TEACHERS ARE KILLED HAS NOW PASSED AWAY FROM A HEART ATTACK. THEY ARE FOUR CHILDREN HAVE NOW LOST BOTH PARENTS THIS WEEK. -- HAS BEEN SPEAKING WITH THE FAMILIES OF THOSE LOSS. AND THAT TEN YEAR OLD BOY, NOW WE'RE COUNTING THE HORROR THAT HE WITNESSED. >> HE WENT TO THE, CLASSROOM SAID YOU ARE ALL GOING TO DIE, AND THEN STARTED SHOOTING. >> A CHILLING, ACCOUNT FOR THE FIRST TIME, OF WHAT WENT ON INSIDE THAT CLASSROOM. WHERE 19 CHILDREN AND TWO TEACHERS WERE FATALLY SHOT. >> TEN YEAR OLD -- ONE OF THE FEW SURVIVORS FROM HIS GLASS, NOW RECOVERING FROM AN INJURY ON HIS LEG. >> I THINK HE WAS AIMING AT ME. I GUESS LIKE ONE OF THE CHAIRS WERE THERE, BLOCKED IT, PIECES GOT INTO MY LEG. >> MOST OF HIS FRIENDS AND CLASSMATES NOT MAKING IT OUT ALIVE. >> I DON'T FEEL SAFE GOING TO SCHOOL, AND SOMETIMES AT NIGHT I HAVE NIGHTMARES. >> ALSO, INSIDE THAT CLASSROOM, TEN YEAR OLD TESS MATA. WHEN SHE ADORED HER BIG SISTER FAITH, A LOT OF MAKING TIKTOK'S. WE AND KEPT PEOPLE LAUGHING >> SHE PUT A SMILE ON EVERYBODY'S FACE EVERY TIME SHE WAS DANCING. SHE HAD THE BIGGEST SMILE EVER. WHAT -- SON WAS ALSO ONE OF THE VICTIMS. >> OF MY HEART, I LOST MY SON. >> HIS MOTHER SAID THAT HE WAS LOVING, HAPPY,, I'D LIKE TO HELP OTHERS. >> I THINK ABOUT HIM, AND WHAT WAS GOING ON IN THAT CLASSROOM THAT HE WAS IN. IT WAS UP TO ME OR SOMETHING. I WAS JUST LIKE, WHAT IS HIS AND -- WHO WAS KNOWN TO LOVE ENCANTO AND HER GRANDMOTHER. PARENTS, SAY EVERY TIME HE'S OUR GRANDMOTHER SHE WOULD RUN TO HER, WHERE AND HOW HER. >> AND ALSO BEING REMEMBERED, NO VIA GRAVEL AND ALEXANDER RUBIO OR LEXI WAS AN ALL A HONOR STUDENT. HER MOTHER, CALLING HER BEAUTIFUL AND SMART. SHARING AND FACEBOOK WE TOLD HER WE LOVED HER AND WOULD PICK HER UP AFTER SCHOOL. WE HAD NO IDEA THIS WAS GOODBYE. UNIMAGINABLE TRAGEDY COMPOUNDED JUST DAYS AFTER TEACHER IRMA GARCIA WAS GUNNED DOWN, HER HUSBAND JOE GARCIA DYING OF A HEART ATTACK. THE TWO WERE ABOUT TO CELEBRATE THEIR 25TH AND WEDDING ANNIVERSARY. ONE OF HIS FINAL MOMENTS, LAYING FLOWERS AT THE LOVE OF HIS LIFE'S MEMORIAL. THEY NOW LEAVE BEHIND FOUR CHILDREN, SEEN HERE AT A MASS FOR THE FAMILY HELD IN THE PASTORS EMBRACE. >> SEVERAL OF THE VICTIMS ARE STILL RECOVERING HERE IN SAN ANTONIO. ONE FAMILY TELLING ME AS THEIR SON GRADUALLY STARTS TO TALK ABOUT WHAT HAPPENED, IT IS DIFFICULT FOR HIM TO SHARE. BUT AS A PARENT, IT IS EXCRUCIATING TO LISTEN TO WHAT THEIR CHILD WENT THROUGH ON THAT AWFUL DAY. DIANE. >> EXCRUCIATING WAS RIGHT, MARIA, THANK YOU. WE ARE EXPECTING MORE INFORMATION WITHIN THE HOUR AS INVESTIGATORS EXAMINE THE LAW ENFORCEMENT RESPONSE TO THIS SHOOTING. ERICA TURKEY JOINS ME LIVE NOW FOR MORE. AARON, THEY TRIED TO CLARIFY THIS YESTERDAY BUT IT STILL LEFT A LOT OF QUESTIONS UNANSWERED, SO WHAT HOLES ARE THEY TRYING TO FILL AT THIS POINT? >> TWO THINGS ARE LOOKING, AT DIANE. ONE IS OUTSIDE. AND WHEN EXACTLY DID THE SHOOTER ARRIVED? WHAT WAS HE DOING? THEY'VE GOT A TEN-MINUTE WINDOW. IT APPEARS THAT THE GUNMAN CRASHED THE CAR AND OPENED FIRE ON TWO WITNESSES TO THE CAR CRASH, AND THEN SEEMS TO BE WALKING AROUND THE SCHOOL, FIRING AT THE BUILDING, BEFORE MAKING HIS WAY INSIDE. ONE QUESTION, WHY WAS HE NOT CONFRONTED BY OFFICERS AS THE GOVERNOR INITIALLY SAID, WE DON'T KNOW FROM THE STATE POLICE, IT DOES NOT APPEAR THAT HE WAS CONFRONTED BY ANYONE. AND WHY WAS THE DOOR UNLOCKED THAT HE WAS ABLE TO GO IN? IS IT BECAUSE THERE WAS A PARENT INVEST EVENT? THE OTHER THING IS THE HOUR GAP WHILE THE GOVERNMENT WAS INSIDE THE SCHOOL. AS MARIA POINTS OUT, AN EXCRUCIATINGLY LONG PERIOD OF TIME BEFORE HE IS TAKEN DOWN BY A TACTICAL TEAM IN CUSTOMS AND BORDER PROTECTION. THE PROTOCOL FOR ACTIVE SHOOTERS AROUND THE COUNTRY HAS BEEN TO GO IN, NOT TO WAIT FOR TACTICAL GEAR OR HEAVIER ARMAMENTS. BUT TO GO AND WITH WHATEVER YOU HAVE. SOME OFFICERS DID GO IN. THEY WERE REPELLED BY GUNFIRE. BUT WE'VE SEEN THESE VIDEOS OF OTHER OFFICERS OUTSIDE. >> THERE ARE ALSO ACCOUNTS, NOW, OF FAMILY OFFICERS WHO SAY THEY WERE THERE, FRUSTRATED THE POLICE WERE NOT ENTERING THE BUILDING, AND THAT THEY WERE ACTUALLY HANDCUFFED TRYING TO EITHER ENCOURAGE POLICE TO GO IN, OR MAYBE TRYING TO GO IN THEMSELVES. THE U.S. MARSHALS OFFICER SAYING THE NOBODY WAS ARRESTED, NOBODY WAS HANDCUFFED. WHAT DO YOU MAKE OF THAT? >> WE HAVE TO FIGURE THE DISCREPANCY. WE HAVE SEEN THE ACCOUNTS FROM THE PARENTS AND TO THE NEW YORK TIMES, SAYING THEY WERE PHYSICALLY RESTRAINED AND EVEN HANDCUFFED. AND PREVENTED FROM TRYING TO GET TO THEIR OWN LOVED ONES BY U.S. MARSHALS AND OTHER OFFICERS ON SCENE. THE MARSHAL SERVICE SAYING THEY DID NOT ARREST ANYBODY, DID NOT PUT ANYONE IN HANDCUFFS. BUT PARENTS ARE CLEARLY ANGRY OUT THE RESPONSE, AND THAT THEY WERE INHIBITED FROM DOING SOMETHING THEY FEEL SOME OF THE POLICE OFFICERS WERE UNWILLING TO DO. >> DEPARTMENT OF PUBLIC SAFETY IS ASKING FOR PATIENTS RIGHT NOW AS THEY TRY TO GATHER MORE INFORMATION AND GET THE STORY CLEAR. GIVEN HOW MUCH THE STORY HAS ALREADY CHANGED, HOW DO YOU THINK THIS IS AFFECTING THE CREDIBILITY WITH THAT COMMUNITY? >> WE HAVE ALREADY HEARD FROM LAW ENFORCEMENT AROUND THE COUNTRY, SAYING, THIS IS A DISGRACE TO LAW ENFORCEMENT. NOT ONLY RESPONSE, BUT TO THE WAY THE INFORMATION HAS BEEN UNFOLDING. BECAUSE IT HAS BEEN INCORRECT IN THE NUMBER OF STAGES, AND CORRECT -- CORRECTED. ONE THING THEY HAVE CONCEDED IS THAT THERE ARE QUESTIONS THEY'RE GOING TO HAVE TO ANSWER TO SATISFY THE PUBLIC, AND FIGURE OUT WHAT HAS HAPPENED. WHERE THE OFFICERS IN PROPER COMMUNICATION? DID THE OFFICERS OUTSIDE EVEN KNOW IT WAS UNFOLDING RIGHT IN FRONT OF THEM? WERE THEY TRULY CORRECT DURATION? WE ARE TREATED NOT AS AN ACTIVE SHOOTER BUT SADLY AS A SUSPECT WHO WAS BARRICADED. SHOOTING ALREADY DONE? STILL SO MANY QUESTIONS TONIGHT, SIR TODAY. >> THEY ALL ARE TO THE SAME QUESTION, WHICH IS, COULD THIS HAVE BEEN STOPPED? THOSE QUESTIONS ARE NOW GOING EVEN FARTHER BACK THEN EVERYTHING THAT YOU AND I JUST DISCUSSED. AMONG OTHER, THINGS ABC NEWS IS NOW BEING TOLD THAT THE SHOOTER SENT CONCERNING MESSAGES TO PEOPLE. PEOPLE NOW SAYING, HE SENT ME STRANGER MESSAGES, POSTS TRENDS MESSAGES ON SOCIAL MEDIA. WHAT DO WE KNOW ABOUT? THAT >> IS WHERE DIGITAL RED FLAGS THAT WERE SENT TO USERS THAT THE SUSPECT HAD MET ONLINE. AND SOME OF THEM SEEM TO INDICATE THAT HE WOULD BE VIOLENCE. THEY SENT PICTURES OF GUNS. AND OTHER DISTURBING MESSAGES THAT WERE NOT TAKING SERIOUSLY, AT THE TIME. >> ALL RIGHT, AARON KATERSKY, THINK YOU AS ALWAYS. FORMER -- SENATOR TED CRUZ WERE SCHEDULED TO SPEAK AT A DINNER CONVENTION IN HOUSTON TODAY. GREG ABBOTT ANNOUNCED THAT HE WOULD NOT INTENDED PERSON ANYMORE, BUT WE'LL SPEAK AT A PRERECORDED ADDRESS. COURTNEY FROM OUR STATION JOINS ME LIVE FOR MORE NOW ON THAT. COURTNEY, ONE MESSAGE OR THE SPEAKERS EXPECTED TO RELAY? AND HOW ARE TEXANS RESPONDING TO THIS CONVENTION BEING HELD IN THE WAKE OF THE UVALDE SHOOTING? >> WELL, DIANE, AS FAR AS THE MESSAGING, WE KNOW THAT FORMER PRESIDENT TRUMP TWEETED OUT OR MAKE THAT STATEMENT ABOUT AMERICAS NEEDING REAL LEADERSHIP AND REAL SOLUTIONS HERE. BUT SPECIFICALLY, WE DON'T KNOW EXACTLY THEIR MESSAGING. AS FAR AS HOW PEOPLE ARE TAKING, IT'S HERE IN HOUSTON THERE ARE CERTAINLY PEOPLE WHO ARE NOT HAPPY WITH THIS. WE WERE OUT HERE YESTERDAY IN FRONT OF CITY HALL WHERE THERE WERE PROTESTERS GATHERING HERE NOW. A LOT OF PEOPLE HAVING SIGNS, SAY, NO WINERY AT THE GOP, WHICH IS THE CONVENTION CENTER HERE. THEY DO NOT WANT THIS COMMISSION TAKING PLACE HERE, AND ESPECIALLY GOT RIGHTS AND NOW. >> NOW, GOVERNOR ABBOTT WAS SUPPOSED TO ATTEND IN PERSON, BUT HE IS NOW LEAVING A TAPED MESSAGE. TEXAS'S LIEUTENANT GOVERNOR JUST ANNOUNCED THAT HE IS PULLING OUT OF THE CONVENTION. ANY OTHER BIG NAMES DROPPING OUT? AND HOW IS THAT BEING RECEIVED? >> WELL, DAN CRENSHAW, CONGRESSMAN, AND -- BOTH PULLED OUT. BUT NOT BEFORE THE SHOOTING HAPPENED. AS FAR AS OTHER BIG NAMES PULLING, OUT ALL THE MUSICIANS. SEVERAL MUSICIANS PEELED OUT YESTERDAY. LEE GREENWOOD, LARRY GRASSLAND, JOHN MCCLAIN. ALL DECIDED IN LIGHT OF THE SHOOTING NOT TO PERFORM HERE AT THE CONVENTION, LIKE WE TALKED ABOUT. WE SPOKE TO ONE PERSON EARLIER THIS MORNING HE WAS HERE IN TOWN FROM ILLINOIS, FROM THE CONVENTION. WE ASKED HIM, WHAT DO YOU THINK OF PEOPLE PULLING? IT HE SAID, IT IS SURELY UP TO THEM. HE DIDN'T HAVE ANY SORT OF COMMENT OTHER THAN THAT. JUST SAYING HE DIDN'T REALLY MATTER TO HIM, BUT OVERALL I THINK OPTICS WITH THE POLITICS IS ALWAYS SOMETHING PLAYING INTO THOSE BIG NAMES, NOT COMING THROUGH AT THIS POINT. THAT IS BACK TO YOU. >> COURTNEY CARPENTER FROM -- STUDENTS AT SCHOOLS ACROSS THE COUNTRY ARE WALKING OUT OF CLASS, PROTESTING AGAINST GUN VIOLENCE AND LAWMAKERS REFUSAL TO LEGISLATE BROADLY SUPPORTED GUN LEGISLATION. -- POLL FOUND 80% OF AMERICANS SUPPORT UNIVERSAL BACKGROUND CHECKS ON GUN PURCHASES. 86% SUPPORT RED FLAG LAWS THAT ALLOW COURTS TO TEMPORARILY CONFISCATE WEAPONS FROM PEOPLE DEEMED TO BE A DANGER TO THEMSELVES OR OTHERS. NOW, SOME REPUBLICAN SENATORS SAY THEY ARE WILLING TO TALK WITH DEMOCRATS TO SEE A BIPARTISAN SOLUTIONS ARE WITHIN REACH. WHITE HOUSE CORRESPONDENT MARY ALICE PARKS JOINS ME LIVE FOR MORE ON THAT. MARY ALICE, HOW MUCH MOVEMENT HAS THAT BEEN ON CAPITOL HILL WHEN IT COMES TO GIVING AT LEAST SOME OF THESE MORE POPULAR MEASURES ONTO THE FLOOR? >> YES I, AND I THINK IT IS IMPORTANT. SOME OF THESE GUN SAFETY MEASURES ARE SO WILDLY POPULAR. THE OVERWHELMING MAJORITY OF AMERICANS ARE ASKING CONGRESS TO IMPLEMENT THEM. AND I THINK THAT THOSE THINGS, LIKE UNIVERSAL GAS BACKGROUND CHECKS AND RED FLAG LAWS ARE EXACTLY THE KIND OF PROPOSALS THAT ARE ON THE TABLE WITH A BIPARTISAN GROUP OF SENATORS. WE WILL SEE IF THEY CAN COME TO AN AGREEMENT. IT WAS INTERESTING THAT SENATE REPUBLICAN SENATE LEADER MITCH MCCONNELL GAVE THE GREENLIGHT FOR THIS GROUP TO WORK. SENATOR SCHUMER, THE DEMOCRATIC LEADER, SAID THAT THEY HAD ABOUT TEN DAYS. HE IS TRYING TO MAKE SURE THAT THE URGENCY IS MAINTAINED. THE SENATORS -- BUT THEY SAY THEY WILL CONTINUE TO WORK. WE WILL SEE IF THEY COME BACK WITH THAT PROPOSAL, BUT AT LEAST HAS SOME BIPARTISAN SUPPORT. >> PRESIDENT BIDEN AND THE FIRST LADY ARE SET TO VISIT UVALDE THIS WEEKEND. WHAT IS ON THEIR AGENDA? >> THEY ARE PLANNING TO MEET WITH FAMILIES OF VICTIMS. OBVIOUSLY, IT IS A SMALL TOWN. WE HAVE HEARD THOSE STORIES ABOUT EVERYBODY IS A PERSONAL CONNECTION TO SOMEBODY WHO HAS LOST THEIR LIFE OR WAS THERE THAT THEY. WE ARE IN THE MEET WITH COMMUNITY LEADERS, FAITH LEADERS. I THINK IT REALLY JUST WANT TO LEND SUPPORT AND LOVE IN THIS MOMENT OF GRIEF. >> NOW, TEXAS GOVERNOR GREG ABBOTT IS BLAMING THE MASS SHOOTING ON MENTAL HEALTH ISSUES. WHERE DOES TEXAS STAND WITH MENTAL HEALTH SUPPORT? AND HOW DO LEADERS THERE, WHAT IS THEIR RECORD? HOW ARE LAWMAKERS TRYING TO ADDRESS THE SIDE OF THE ISSUE? >> A LOT OF ADVOCATES ARE CALLING ATTENTION TO THIS. REALLY FRUSTRATED THAT GOVERNOR ABBOTT HAS BEEN MAKING THIS POINT. BECAUSE I KNOW THAT ACTUALLY IN TEXAS, THERE'S BEEN A REAL GETTING OF MENTAL HEALTH SERVICES. SO MANY MENTAL HEALTH SERVICE PROVIDERS HAVE HAD TO LEAVE THE STATE. A LACK OF FUNDING, CLINICS CLOSING DOWN. TEXAS RANKING NEAR THE BOTTOM NATIONWIDE IN ACCESS TO MENTAL HEALTH SERVICES. LOOK AT THE STATS ON THE SCREEN RIGHT NOW. REALLY STARK. NEARLY 4 MILLION TEXANS LIVE IN COUNTIES WHERE THERE IS MORE ACCESS TO GUNS. MORGAN DEALERSHIPS AVAILABLE THEN MENTAL HEALTH SERVICES. AND IT IS AN ISSUE WE'RE SEEING ACROSS THE COUNTRY, DIANE. 1500 COUNTIES IN THE U.S. HAVE MORE GUN DEALERS AND MENTAL HEALTH SERVICE PROVIDERS. INTO THIS ONE, TWO. 570 COUNTIES HAVE ZERO, ABSOLUTELY, NO MENTAL HEALTH SERVICE PROVIDERS. THAT IS ACCORDING TO FEDERAL DATA. THAT'S NUMBER IS REALLY SHOCKING. 41 COUNTIES IN THE COUNTRY HAVE TEN TIMES AS MANY GUN DEALERS AS A MENTAL HEALTH PROVIDERS. SO REALLY, YOU JUST FEEL FOR THOSE OF FAMILIES, WHO MIGHT BE LOOKING FOR MENTAL HEALTH SUPPORT, BUT ARE STRUGGLING TO FIND IT. AND THEN PEOPLE WANTING TO COMMIT CRIMES. WHO ARE SO ABLE TO QUICKLY ACCESS GUNS. A LOT OF ADVOCATES REALLY POINTING TO THIS DISCREPANCY OF SUCH A PART OF THE PROBLEM. DIANE? >> MARY ALICE PARKS, IN WASHINGTON, THANK YOU.
